Welcome vision: The NHS 10-Year Health Plan and the role of infrastructure in health transformation

The recently published NHS 10-Year Health Plan marks a bold and necessary step forward in reimagining how health and care services are delivered across the UK. At Prime, we welcome this vision—not only because it aligns with our values, but because it reflects much of what we’ve been doing for years.

One of the most encouraging aspects of the NHS 10-Year Health Plan is its recognition of the positive role pension fund investment can play in supporting social infrastructure—after all, this is our money being reinvested for public good. It’s a conversation Prime has long championed. For too long, the NHS’s ability to invest in the estate it needs has been constrained by capital departmental expenditure limits (CDEL). The plan’s openness to public-private partnerships and alternative funding models signals a welcome shift in mindset—one that embraces innovation and collaboration. It’s a direction we’ve been advocating for years, and we’re ready to continue helping the NHS deliver the infrastructure it needs to meet its goals.

Building for community-based care

The plan’s emphasis on integrated, community-based care is particularly welcome. It closely reflects the work Prime has been delivering for many years through our role as a joint venture partner in two regional LIFT programmes—Birmingham and Solihull (BaS) LIFT and Prima 200—under the national Local Improvement Finance Trust (LIFT) initiative. These long-standing partnerships have enabled the development of modern, flexible health infrastructure that brings services closer to communities, supports integrated care and helps reduce reliance on hospital-based treatment.

A leading example is the Washwood Heath Health and Wellbeing Centre in Birmingham—a key part of the NHS’s future vision. Developed by BaS LIFT, this landmark facility is designed to support preventative care, reduce pressure on hospitals and use technology to improve patient outcomes. It’s a living example of what the NHS plan is calling for: a locality hub that integrates services, empowers communities and delivers care in the right place.

A model that works

The NHS 10-Year Plan doesn’t just outline a vision—it validates a model that works. At Prime, we’ve spent decades developing fit-for-purpose, future-ready health infrastructure in partnership with the NHS. We’ve seen firsthand how the right environment can transform care delivery, improve staff wellbeing and support better outcomes for patients.

We’re particularly encouraged to see the plan acknowledge the importance of long-term partnerships, flexible funding and sustainable design—all of which are central to our approach. Whether it’s through our Space for Health model or our work with NHS trusts and ICBs across the country, we’re committed to delivering infrastructure that supports the NHS’s ambitions.

Looking ahead

The NHS 10-Year Plan is a strong foundation—but there’s more to be done. Delivering on its promises will require collaboration, innovation and investment at every level. It will mean embracing new models of care, new ways of funding and new partnerships that put people and communities first.
