Pagabo is a national public procurement specialist that manages framework agreements on behalf of public sector contracting authorities. Its frameworks are designed to simplify procurement, reduce risk, and improve project outcomes.

What is the Pagabo Developer-Led framework?

The Pagabo Developer-Led framework connects public sector organisations with pre-approved development partners to deliver property and regeneration projects through a compliant route to market.

It is available to a wide range of public sector clients, including:

  • NHS organisations and healthcare providers
  • Local authorities and combined authorities
  • Education providers
  • Housing associations and public sector bodies

While the framework supports a broad range of sectors, Prime’s focus is on healthcare and public sector estate, where we bring specialist knowledge and delivery experience.

The framework provides a flexible way to procure development services and can be used for projects of all sizes and complexity. It supports both early stage advisory work and full development delivery.

Clients can use the framework to:

  • Appoint a development partner through direct award
  • Run a further competition between framework partners
  • Access experienced and pre qualified organisations
  • Reduce procurement time compared to traditional routes

The current framework runs until October 2026 and is fully compliant with UK procurement regulations. Pagabo supports clients throughout the process, providing guidance from initial engagement through to project delivery, and ensuring procurement remains clear, compliant, and efficient.


Framework Lots

Frameworks are divided into lots to organise projects by type, value, or service requirement. Each lot represents a defined scope of work, allowing clients to select a development partner with the right experience for their project.


Lot 1 - Property Development via Joint Venture and Special Purpose Vehicle

Lot 1 is typically used for longer term development partnerships where a new legal structure is created to deliver projects, such as a joint venture, limited liability partnership, or special purpose vehicle. It is suited to more complex schemes, often involving multiple sites, where both parties share risk and reward. This approach allows for flexibility over time, including the potential to bring forward additional sites, and is often used where a public sector organisation contributes land and works in partnership with a developer to deliver and share in the value of the scheme.

Lot 2 - Long Income Lease and Lease Back

Lot 2 is used for leaseback arrangements, where a development is delivered to meet an organisation’s requirements and then occupied by them on completion. It is suited to organisations that want long term use of an asset without taking on the full development process, while still retaining influence over its design and specification. This approach provides a clear route to securing a completed building that supports operational needs, with flexibility around how the asset is structured and funded.

Lot 3 - Property Development Single Site by Development Agreement

Lot 3 is used for development agreements, where a developer is appointed to bring forward a scheme on one or more sites. It is suited to organisations that want to unlock the value of their land, either by delivering assets for their own use or enabling development for sale or third party occupation. This approach offers a clear route to delivery, with flexibility around how the completed scheme is used, and the opportunity to share in the value created through the development.

Using the Pagabo framework is designed to be straightforward and accessible.

Step 1 – Access the framework

Organisations complete a client access agreement to gain access to the framework. Visit the Pagabo website to access the framework.

Step 2 – Choose a procurement route

  • Direct award to appoint Prime where appropriate
  • Further competition if multiple suppliers are considered

Step 3 – Deliver the project

Prime works with you from feasibility through to delivery, with procurement support from Pagabo. This approach offers a fully compliant route to market while maintaining speed, transparency and control.
